The weddings I have done so far with children either locally or internationally, the couple hired a teacher or nanny for the event; Plus high end venues also have a list of people who they can also recommend.  We used the bridal suite and turned it into an open room where the kids an jump around and watch movies; the food more suited for kids was bought upstairs for them as well; it works really well parents can check on their kids on and off throughout the evening while still enjoying some quality time

Many of my weddings with kids have either asked for a special room where the kids will remain with supervision of course.  We serve kid friendly food like pizza, chicken nuggets or mac and cheese.  The parents love this idea because they can enjoy themselves and still check up on their kids who are only a few feet away.

If one is not comfortable leaving kids in  a separate room, I have had a wedding that put all the kids at one table in their reception hall with a babysitter and they provided crafts and toys to keep them occupied.
